Census 2023 How to Enumerate Your self

 Date of Census

Six censuses have been conducted in the history of Pakistan in 1951, 1961, 1972, 1981 and 1998 and the last one in 2017. All these censuses were conducted using traditional paper methods. But the result of 2017 census was not accepted due to some reasons and CCI directed that the process of fresh census should be started as soon as possible as per international best practices using latest technology.

Roadmap for recommendations

A team of experts was formed by the Government of Pakistan to create a state-of-the-art digital system. They conducted forensic audits to identify problems and study UN norms. There are mainly two methods used in census, de jure and de facto respectively. And this census will be done on de jure method.

Training and procedures

After obtaining the complete sampling frame, different enumerators from different sectors were hired and trained by officials of Pakistan Bureau of Statistics as it is digital sense, hence digital devices/tablets will be used. The five main organizations involved are shown in the table:

Self-Assessment (Phase I)

Step 1 - Register yourself.

Open https://self.pbs.gov.pk.

Click Register or Signup for first time registration.

Fill the registration form.

Receive a one-time password (OTP) for verification.

Step 2 - Login.

Click on Login.

Enter mobile number and password to verify your identity.

Step 3 – Enter the information of family members.

Enter your family members information (name, age, relationship, language, religion, education, employment, migration, disability etc.)

Arrangement of family members should be ensured.

The head of the household should be entered first.

Step 4 - Enter Housing Information

After completing the family member information, enter the household information. (Status of the house, owner of the house, equipment used for the house, source of drinking water etc.)

Step 5 – Data Verification

All data must be verified and any changes required before submission of census questionnaires.

Click on the relevant field and you can change the information of any household member.

Step 6 – Submission of Census 2022 Questionnaire

The last step before submitting the census questionnaire, the system will ask a question.

Save the Unique Token Number (UTN Number) sent to the mobile.

In the first step the user logs into their account, and is assigned a unique QR code.

In the second step the field enumerator will physically visit the house and verify the QR.

Tablet-based (Phase II)

In this phase, data will be collected electronically via tablets. (both online and offline mode)

Paper based counting

Paper based method of data collection will be used in remote and sensitive areas.

The post-census survey is conducted using the latest technique for resource management, i.e. CATI.

Questionnaire

The census questionnaire consists of about 40 questions.

Two questionnaires can be designed.

First, take home list 4 to 6 questions

Second, from the central census

10 to 12 questions (age, gender, religion, race, nationality, literacy, education level, disability, and migration)

Accommodation questions (ie number of rooms, electricity, water, gas, toilets etc.)

Result

Digital census of 2023 will be conducted through modern technology. Pakistan Bureau of Statistics has created various checks and balances to ensure transparency of results, including data visualization, monitoring indicators and preliminary trend analysis, historical data comparison, GIS-based field monitoring, public data distribution, etc. Needs include visualization, and reporting etc. These digital tools will enhance the capacity of the Pakistan Bureau of Statistics and help provide more reliable results.
