The violent fissures of Parachinar are now going over the board. The delicate ceasefire that was attained after hectic arm-twisting has almost fizzled out, and breaches are widely evident. The attacks on security convoys over the week are a case in point in which, at least, five military personnel were martyred and the Thall-Parachinar artery is once again impassable. This is a moment of introspection as to what is preventing peace from taking root and why the various factions are unable to get along smoothly despite having collective stakes in the strife-torn region. The K-P Chief Minister has kicked the can down the road, saying that the conflict in the picturesque tribal valley bordering Afghanistan is ingrained in foreign interference, with sectarianism acting as a catalyst. He seems to have reached this logical conclusion after having experimented with the synopsis of land dispute being at the pinnacle of the discord in the ex-Fata region. The fact is that Kurram district is infected with multi-dimensional problems, and meddling from across the border has a major role in it. It is also a given that the sectarian divide has led to marshalling of manpower on prejudiced religious lines, and there are militant groups that are being funded, armed, trained and human-trafficked for vested reasons. To add to this revulsion are factors such as land demarcation disputes, imbalance in development and neglect of social needs from the authorities that remain oblivious to simmering unrest. This boils down into a perpetual law and order problem, and Parachinar by virtue of being a powder-keg of multiple communities goes over the cliff. The yesteryear module of governance on tribal obedience and an empowered political agent now stands replaced with a hybrid system, and has not been in sync with local sentiments and culture. This has further complicated governance, and bloodshed on petty issues is the new order of the day. Kurram district, especially Parachinar, is in need of a social contract on erstwhile tribal rhythm to check cross-border incursions.
